Preferred investment projects:
- Business Support Programme (PPP) – management of PKP sites, including the railway station, construction of a Multimodal Railway Station – a transportation hub that combines the PKP railway station, PKS coach station, domestic coach lines, municipal transport, road transport with supporting retail and service facilities,
- construction of A1 freeway,
- construction of the lower Vistula stepped fall in the area of Ciechocinek,
- construction of a municipal shopping centre (banks, offices, retail outlets, hotels, motels, bars, restaurants, self-service stores, multi-storey and underground car parks, petrol station, etc.),
- construction of an internal ring-road connecting the two largest housing estates in Włocławek,
- construction of LISEK housing estate,
- development of tourist facilities in the area of Włocławski Bay (inland sailing ports, hotels, camping site, harbour, cafes, clubs, summer theatre and other recreational and sports facilities),

Włocławek is open to new business projects. An Investor Support Centre has been created in the Investment Department of the City Hall. The centre provides business investors with support at every stage of project planning and development. The centre works with investors to disseminate information on the social and business environment in the city and investment prospects in Włocławek. The centre keeps a data bank comprising the offers of local businesses, prospective partners and sub-suppliers for domestic and foreign investors.
The Investor Support Centre works with all business support organisations in the city and region. The centre works with the Polish Information and Foreign Investment Agency to contact prospective investors.
